I think Ward would do it, but the money must not be right for him is what I believe the reason to be. I've seen plenty of behind the scenes kinda footage where 'dre shows interest in that fight, interested for the right kinda payday to come out, etc. There's been some hints. Just hasn't happened yet and you're right, the longer it goes where 'dre isn't being shown what he feels is the right money, the less likely he is to come back when they finally do.
